CM draws Centre’s attention towards impediments in hydro-power development

NEW DELHI, Sept 08: Chief Minister Nabam Tuki drew the attention of the Center towards few impediments in development of hydro-power in Arunachal Pradesh, which boasts of a potential of 40% of the country’s total potential, and sought genuine steps to resolve them for facilitating the State to emerge as power-house of the country.

Attending a panel discussion on Hydropower Projects in North East here yesterday, Tuki said that the State was facing serious problems in getting Forest and Environment clearances, in some cases taking years. He cited instances where environmental issues are raised in forest clearance cases even in projects wherein the environmental clearance has been already granted.

The Chief Minister requested the Union Ministry of Environment and Forests to have more positive role in hydropower development in Arunachal Pradesh.

He also pointed out that due to staff constraints and other factors, the Central Electricity Authority (CEA), Central Water Commission (CWC) and the Geological Survey of India (GSI) are unable to speed up the issuance of Techno-Economical Clearance (TEC) despite their sincere efforts to examine the DPRs and issue the clearances. Tuki also observed that for development of hydropower projects there is an urgent need to develop infrastructure, particularly roads.

“Although most of the major roads needed for these projects have been covered under the Prime Minister’s Package yet their execution is taking time that needs to be expedited. In addition, there are some more major roads that need to be taken up at the earliest under some scheme by the Government of India,” he said.

Further, Tuki said that as some projects will be implemented from this year therefore the transmission system for them should also be taken up simultaneously so as to have exact synchronization of both generation and transmission.

Highlighting the significance of hydropower, the Chief Minister viewed that besides producing clean energy devoid of carbon emissions, it would regulate flow of water during rainy seasons, moderate floods and consequently save enormous losses of life, property and agricultural prospects in downstream areas. He also pointed that these projects would offer direct and indirect employment opportunities to lacs of people and boost local economy by enhancing economic activities, first during the development phase and later by providing readily available assured power to improve production and quality of life.

Earlier, the Chief Minister informed that of the projected 60,000 MW potential in the state, projects of almost 42000 MW installed capacity have already been allotted while additional 10,000 MW is likely to be allotted soon.

“If developed, we can meet the major peak demand of almost entire Northern India,” Tuki added.

The Panel Discussion titled ‘Challenges Ahead’ was organized by the Indian Chamber of Commerce (ICC) with Planning Commission Deputy Chairman Dr Montek Singh Ahluwalia as the chief guest.

Besides ICC members and other economists and luminaries the discussion was attended by MP Navin Jindal and representatives from the North East including Arunachal Pradesh Power Minister Tanga Byaling and Hydropower Parliamentary Secretary R T Khunjuju.

 

 

Role of social media in communal tension worries PM

NEW DELHI, Sept 08: Voicing concern over deterioration of the communal situation in the country, Prime Minister Manmohan Singh today said the use of social media and other mode of communication to aggravate such tension is posing a new challenge.

"Increase in communal incidents in the country in the past few months and the revival of ethnic tensions in the North East in recent weeks have been particular causes of concern to all of us," he said addressing the annual DGPs/IGPs conference here.

Singh said ethnic disturbances of the north-east assumed a national dimension with the flight of people belonging to the region from various towns of south and western India.

"This further strained the communal situation in the country, which was already showing some signs of deterioration, particularly in the states of Uttar Pradesh, Madhya Pradesh, Maharashtra, Karnataka and Kerala," he said.

The prime minister said use of bulk SMSs and social media to aggravate the communal situation was a new challenge that the recent disturbances have thrown before the country.

"We need to fully understand how these new media are used by miscreants. We also need to devise strategies to counter the propaganda that is carried out by these new means," he said. Singh, however, cautioned that any measure to control the use of such media must be carefully weighed against the need for the freedom to express and communicate.

"I am sure that in the coming months our police forces would be able to work out effective strategies to deal with these tendencies," he said.

The Prime Minister said ethnic, religious and cultural diversity in our country is a source of strength and vitality to India and efforts must be taken to strengthen the thread of unity running through country's "variegated societal landscape."

He said advance identification of potential trouble makers, timely use of preventive sections of the law besides seeking cooperation of the community for maintaining peace should be the first instruments to be deployed, well before a situation deteriorates. "It is particularly important to obtain assistance of saner elements of the society to marginalise those who are overtly intolerant and aggressive. We must train our police personnel to develop these soft skills," he said.

Singh said erosion in inter-community relations was worrying everyone and the capacity of the administrative set-up to check such deterioration seems to have weakened.

"This would be true of the police administration as well. There is, therefore, a case for re-orienting our police forces to effectively track the sentiments of the people and inter-community tensions as they rise," he said . PTI

 

 

3rd-in-command of UPDF arrested

ITANAGAR, Sept 08: Lohit district police along with SIT Itanagar today arrested Finance Secretary and 3rd in Command of UPDF Hemchandra Bar Phukan @ R. Gohain (42) of Lekang Gohai village under Mahadevpur police station, Lohit district.

Hemchandra is the mastermind behind the extortion activities of the UG Organization, UPDF and is wanted in several cases of extortion and Arms act registered in Lohit and Changlang districts.

The UPDF, an underground organization, has been involved in extortion of huge sums of money in Lohit and Changlang districts. Time and again numerous extortion letters have been received by the public persons, threatening them with dire consequences if the extortion amounts were not paid to UPDF. All the extortion notes were signed by R. Gohain @ Hemchandra, Finance Secretary, UPDF. Further several cases of extortion and even firing in some instances for the said purpose have been registered in Lohit and Changlang districts.

It was in this background that a joint team of Lohit district police and SIT Itanagar was formed to track down the UG elements and to put them behind bars. Accordingly, a trap was laid to nab R Gohain in the early hours of today by a team under the supervision of Dy SP D. Mishra (SIT) and comprising of CI Namsai Insp T. Zirdo, OC SB SI A. Tripathi, ASI Ajay Kumar, Ct G.L.Rai (SIT) and Ct T. Kani (SIT) and the alleged person was apprehended in Chowkham area of Namsai Sub Division. Further investigation and interrogation of the accused is in progress, according to official sources.

 

 

 

Railways gearing up to connect state capital by year-end

ITANAGAR, Sept 08: If all go well, the State Capital will be connected with Railway by the end of this year as the railway line from Harmoti to Naharlagun is targeted to be completed by December 2012, Sanjay Kanojia, deputy chief engineer of NF Railway informed Governor Gen (Retd.) J J Singh in a review meeting at Raj Bhavan here yesterday.

Construction of 20 km railway track out of the 21.76 km new broad gauge line from Harmoti to Naharlagun has already been completed and the railway line will be commissioned along with Rangapara North-North Lakhimpur,  Kanojia informed. He further informed that the revised estimate has been sanctioned on September 4 last and work will be implemented accordingly.

Land acquisition of 138.7 hectare, 46 minor bridges, 95.6% of rail spreading and sleeper spreading and 91.9 % of track linking are completed. Finishing works of the two stations building are in progress. Out of the 16 major bridges, 10 bridges have been completed and work is in progress in remaining bridges, the Deputy Chief Engineer informed with a help of PowerPoint presentation.

Going into the details of the progress report, the Governor advised the railway officials concerned to maintain proper liaison with the State Government and to have good inter-department coordination to expedite the work of the railway project. There should be no hindrance in implementation of project, the Governor said while expressing concern over delay in construction of the major bridges, which is taking considerable time.

Taking part in the discussion, Secretary to Governor Ankur Garg assured to take up the issues which causing hindrance in the progress of the work with concerned department. Director (Public Private Partnership and Project monitoring Unit) Sonam Chombay also attended the meeting.

DVOs urged to put more efforts to control animal disease outbreak

ITANAGAR, Sept 08: AHV and DD, Law, Judicial and  Parliamentary Affairs Secretary C P Mansai advised the district veterinary officers to put more efforts on their part to control the repeated outbreak of epidemic in livestock, which causes great economic loss to poor farmers every year. He was addressing at the 6th State Animal Disease Emergency Committee (SADEC) meeting held at Disease Investigation Laboratory, Department of Animal Husbandry and Veterinary, Nirjuli today.

While assuring the District Officers to look into the problems faced by them, he directed all the DVOs’ to issue strict orders to all the field functionaries to carry out disease surveillance plan and immunization programme as per the mandate. He also informed the department regarding enactment of “Prevention and Control of Contagious and Infectious Diseases of Animal Act-2009” for the state of Arunachal Pradesh, which will be implemented in the state very soon.

Earlier, all the District Officers present in the meeting highlighted the difficulties in successfully carrying out the plans and programmes due to insufficient technical manpower in the field level, lack of adequate infrastructure and logistic supports in the districts and insufficient fund in the department.

Realizing the menace of Foot and Mouth Disease (FMD) outbreak in many parts of the state, Dr Hage Tabin, Director, (AHV&DD) suggested to put more emphasis on creating an immune belt from Balemu in West Kameng District to Kanubari in Tirap District by cent percent immunization of all the cloven footed animals in the zone along with the compulsory immunization in the endemic areas. He also asked the DVOs’ to use the emergency funds placed under them during outbreak of epidemics.

Joint Director (Planning) Dr. N. D. Minto appreciating the veterinary workforce said that DVOs should ensure that the Rapid Response Teams are revived for prompt action at the time of any outbreak.  He informed the officers regarding proposals submitted to GOI for strengthening /modernization of all the veterinary dispensaries, hospitals, and Establishment of Veterinary dispensaries in all the inter-state check gates of the state. Scheme for establishment of community Mithun rearing centre has also been submitted to GOI, which, if granted, will boost up the rural economy of the state, he added.

Addressing the meeting, Dr. Karbom Basar, DIO-cum-Member Secretary (SADEC), threw an overview on the significance of State Animal Disease Emergency Committee and its contingency plans for early warning and early reporting system to control any outbreak before it turns into an epidemic. A power Point Presentation on disease scenario was given by Dr. B. Biswakarma, ARO.

Amongst others, district AH  and Veterinary officers, namely,  Dr. M Loyi (Ziro), Dr. Hage Taley (Koloriang), Dr. N. Taipodia (Bomdila), Dr. M. Modi (Seppa), Dr. D.P. Singh (Yupia), Dr. C.P. Sharma, SVO, Vety. Hospital Naharlagun, and Dr. B. Biswakarma, ARO also attended the meeting.

 

 

Sonam preaches health mantras to workers

ITANAGAR, Sept 08: As part of its year-long health campaign programme with objective to provide better health facilities and create health awareness among the workers, Arunachal Pradesh Building & Other Construction Workers Welfare Board organized a health camp on Thursday at Kalaktang in West Kameng district. Hundreds of workers were benefitted by the health camp. Apart from health check-up, awareness programme on HIV/Aids and other dreaded diseases were organized.

Inaugurating the health camp, Board Chairman Jalley Sonam preached the workers on importance of the health. He advised the workers to go for regular health check-up. “Health is wealth one should not ignore it” Sonam added.  

Additional deputy commissioner Kalaktang W. Khimhun suggested the workers to avail benefits provided by the Board.  He said that the Board has enough provisions in terms of facilities for workers. The Board secretary cum labour commissioner Ojing Darung also highlighted the provisions and benefits which is provided by the Board for welfare of workers.

 

 

AMSU kicks off education awareness campaign

ITANAGAR, Sept 08: All Mishmi Students Union (AMSU) kicked off its nearly a month-long education awareness campaign in Lohit and Anjaw districts on September 3.

The AMSU team has so far visited Govt Hr. Sec. Schools, Jeko and Tezu, Govt Secondary School, Tezu, Middle School Telluliang and Tezu-1 and all the schools under Sunpura block. The team held discussions with the authorities of all the schools where it claimed to have found that majority of the schools have been running without sufficient subject teachers, school infrastructure, computer instructors and other clerical staff. It also claimed shortage in textbooks, sports goods, non availability of laboratory in various schools.

Lectures on drug addiction by youth and its harmful affects, early marriage and its impact on society, career options after completion of Class X and XII and issues on women empowerment were delivered by research scholar of Rahiv Gandhi University Sodyong Kri at Govt Hr. Sec. School, Tezu yesterday. The meeting was attended by a large number of students, AMSU executive members, senior students. Toppers in CBSE class IX and XII examinations of all the schools were also felicitated.

The main motto of the campaign is to create awareness among Mishmi youth about the importance of education in our life.

 

 

Solung celebrated at Rumgong

Aalo, Sept 08: Minister for Industry, Textiles, Handloom and Handicrafts Tapang Taloh emphasized the need of reviving and showcasing the rich cultural heritage of Adi society to the outside world.

Attending the Solung festival at Rumgong recently, Taloh urged the Adi people to preserve and maintain the age-old cultural heritage. The minister assured to establish the department of Industry, Handloom and Handicraft at Rumgong for encouraging handloom and handicrafts as well as the artisans.

Er. Talem Taboh, Tapang Jerang, ZPM, Tanyong Tatak, Chairman of Bamboo Mission Board, Arunachal Pradesh, Taben Gao, President CSFC 2012 Rumgong, Taho Mibang also spoke in the meeting.

The final match of the Tapon Taga Memorial Football Tournament sponsored by Taging Taga and organized by the Central Solung Festival Committee was also played on the day.

Gidum Sports Club Jomoh defeated Namong Sports Club Rumgong by a margin of 3-1.

The winners and runners up team were awarded cash prizes along with trophies.

Clean drive at  Gompa premises conducted

ITANAGAR, Sept 08: The Itanagar Buddhist Culture Society (IBCS) today organized a clean drive in the premises of Itanagar Buddhist monastery, popularly known as Itanagar Gompa. More than hundred participants including members of Rajiv Gandhi University Mon Students Union, Capital Mon Students Union along with members of IBCS took part in the drive.

Meanwhile, IBCS has appealed to the capital citizens who come to visit Itanagar Gompa to maintain cleanliness by not littering the place. They also requested young visitors not to carry out bike stunt as it damages the sanctity of the place. Awareness meeting on ill effects of Opium

KHONSA, Sept 08: A public awareness meeting on ill effects of opium addiction was held at Noglo village of Lazu circle yesterday where villagers of both Noglo and Lonyan villages attended.

Lazu ZPM Azet Humtok and Circle Officer N.L. Naam spoke at length disseminating education on ill effects of opium addiction and urged the youth to abstain from taking the drug.

Villagers were asked to opt for Agriculture and Horticulture to promote sustainable economy and told them to emphasize on forming of SHG for initiative in this direction.

The meeting was prompted to be held in the wake of massive jungle clearance by villagers for poppy cultivation as the administration wants to nip this harmful practice in the bud.

It is needless to mention that use of opium and its cultivation is rampant, especially in the far flung areas of Lazu circle. People grow opium to augment their economic status. However, unless a viable alternative is made available, checking and stopping opium cultivation is a herculean task. But the administration is doing its bit to generate awareness.  DIPRO

ITANAGAR, Sept 08: Kasturba Gandhi Balika Vidyalaya (KGBV), Dambuk, Lower Dibang Valley district celebrated ‘Teacher's Day by organizing various programmes.

Anisha Apum, Chairperson, Arunachal Women and Child Welfare Society attended celebration, who spoke about the role of a good teacher in shaping, and building a child future. She paid homage to the Dr. S Radhakrishnan, the great philosopher and educationist, on his birthday which is celebrated as Teachers’ Day throughout the country.

The students, school teachers, public leaders and good local public attended the celebration.

 

APPC meeting held

ITANAGAR, Sept 08: Arunachal Pradesh Pharmacy Council conducted its 1st general body meeting today at the office premises of Directorate of Health Services, Naharlagun.

On the occasion, Assistant Drugs Controller G Tayeng highlighted the functioning of the Council. He informed that the present Council is functioning on ad-hoc basis since its inception in 1974 and it needs a regular council for better upgradation and regulation of the Pharmacy profession.

Additional Director Health Services Dr. G Tatu advised to the Pharmacist to maintain the professional ethics. He also cautioned against quacks and unqualified persons who are practicing in place of qualified ones. The house also formed its new body of the State Pharmacy Council.

 

NEC sponsored training prog. begins at Tabarijo ITI

ITANAGAR, Sept 08: A North East Council (NEC) sponsored job oriented skill development training programme organized by Department of Industries, Govt. of Arunachal Pradesh commenced at Industrial Training Institute (ITI), Tabarijo, Upper Subansiri district yesterday.

Basic knowledge on computer education like MS Office, Internet etc would be imparted to the trainees during the month-long training programme.

Altogether 30 trainees are attending in the programme conducted by the Govt. Industrial Training Institute (ITI), Tabarijo.

Principal of the ITI, Toyi Raksap highlighted the objectives, importance and scope of the training programme.

Jarnya Ronya, Ex-ASM, Senior Instructors and Resource Persons of the training also spoke on the occasion.

The training programme was inaugurated by Baririjo ZPM Pogam Gongo.

 

Teacher’s death condoled

ITANAGAR, Sept 08: The central Executive Committee of Arunachal Teachers’ Association (ATA) and Panchayat leaders of Nyapin Phassang circle deeply mourned the sudden demise of Narayanan Anbalagan who died at RK Mission Hospital yesterday.

Late Anbalagan was serving as Senior Teacher at Government Higher Secondary School, Nyapin. He was sincere, dedicated and hardworking teacher who served the school and the department in the same institution for the last 16 years.

Meanwhile, ATA contributed some cash amount to the family members for lifting the body of the deceased from Itanagar to Guwahati.

 

LES organizes social service

ITANAGAR, Sept 08: The Longchang Elite Society, Changlang conducted a massive social service by cleaning and repairing of the township road in Changlang today.

Hundreds of members of the Society rendered their labour during the day-long programme where earth cutting vehicles (JCB) and dumper were used for repairing the road.

The social service was started at Nehru Chowk Point paying tribute to Pt. Jawaharlal Nehru at his statue.

It was a part of the Society’s many agendas prepared during Longchang Elite Society's Felicitation Ceremony in February 2012
