CM draws Centre’s attention towards impediments in hydro-
NEW DELHI, Sept 08: Chief Minister Nabam Tuki drew the attention of the Center towards
few impediments in development of hydro-
Attending a panel discussion on Hydropower Projects in North East here yesterday, Tuki said that the State was facing serious problems in getting Forest and Environment clearances, in some cases taking years. He cited instances where environmental issues are raised in forest clearance cases even in projects wherein the environmental clearance has been already granted.
The Chief Minister requested the Union Ministry of Environment and Forests to have more positive role in hydropower development in Arunachal Pradesh.

“Although most of the major roads needed for these projects have been covered under the Prime Minister’s Package yet their execution is taking time that needs to be expedited. In addition, there are some more major roads that need to be taken up at the earliest under some scheme by the Government of India,” he said.
Further, Tuki said that as some projects will be implemented from this year therefore the transmission system for them should also be taken up simultaneously so as to have exact synchronization of both generation and transmission.
Highlighting the significance of hydropower, the Chief Minister viewed that besides producing clean energy devoid of carbon emissions, it would regulate flow of water during rainy seasons, moderate floods and consequently save enormous losses of life, property and agricultural prospects in downstream areas. He also pointed that these projects would offer direct and indirect employment opportunities to lacs of people and boost local economy by enhancing economic activities, first during the development phase and later by providing readily available assured power to improve production and quality of life.
Earlier, the Chief Minister informed that of the projected 60,000 MW potential in the state, projects of almost 42000 MW installed capacity have already been allotted while additional 10,000 MW is likely to be allotted soon.
“If developed, we can meet the major peak demand of almost entire Northern India,” Tuki added.
The Panel Discussion titled ‘Challenges Ahead’ was organized by the Indian Chamber of Commerce (ICC) with Planning Commission Deputy Chairman Dr Montek Singh Ahluwalia as the chief guest.
Besides ICC members and other economists and luminaries the discussion was attended by MP Navin Jindal and representatives from the North East including Arunachal Pradesh Power Minister Tanga Byaling and Hydropower Parliamentary Secretary R T Khunjuju.
Role of social media in communal tension worries PM
NEW DELHI, Sept 08: Voicing concern over deterioration of the communal situation in the country, Prime Minister Manmohan Singh today said the use of social media and other mode of communication to aggravate such tension is posing a new challenge.
"Increase in communal incidents in the country in the past few months and the revival of ethnic tensions in the North East in recent weeks have been particular causes of concern to all of us," he said addressing the annual DGPs/IGPs conference here.

"This further strained the communal situation in the country, which was already showing some signs of deterioration, particularly in the states of Uttar Pradesh, Madhya Pradesh, Maharashtra, Karnataka and Kerala," he said.
The prime minister said use of bulk SMSs and social media to aggravate the communal situation was a new challenge that the recent disturbances have thrown before the country.
"We need to fully understand how these new media are used by miscreants. We also need to devise strategies to counter the propaganda that is carried out by these new means," he said. Singh, however, cautioned that any measure to control the use of such media must be carefully weighed against the need for the freedom to express and communicate.
"I am sure that in the coming months our police forces would be able to work out effective strategies to deal with these tendencies," he said.
The Prime Minister said ethnic, religious and cultural diversity in our country is a source of strength and vitality to India and efforts must be taken to strengthen the thread of unity running through country's "variegated societal landscape."
He said advance identification of potential trouble makers, timely use of preventive sections of the law besides seeking cooperation of the community for maintaining peace should be the first instruments to be deployed, well before a situation deteriorates. "It is particularly important to obtain assistance of saner elements of the society to marginalise those who are overtly intolerant and aggressive. We must train our police personnel to develop these soft skills," he said.

ITANAGAR, Sept 08: Lohit district police along with SIT Itanagar today arrested Finance Secretary and 3rd in Command of UPDF Hemchandra Bar Phukan @ R. Gohain (42) of Lekang Gohai village under Mahadevpur police station, Lohit district.
Hemchandra is the mastermind behind the extortion activities of the UG Organization, UPDF and is wanted in several cases of extortion and Arms act registered in Lohit and Changlang districts.
The UPDF, an underground organization, has been involved in extortion of huge sums of money in Lohit and Changlang districts. Time and again numerous extortion letters have been received by the public persons, threatening them with dire consequences if the extortion amounts were not paid to UPDF. All the extortion notes were signed by R. Gohain @ Hemchandra, Finance Secretary, UPDF. Further several cases of extortion and even firing in some instances for the said purpose have been registered in Lohit and Changlang districts.
It was in this background that a joint team of Lohit district police and SIT Itanagar was formed to track down the UG elements and to put them behind bars. Accordingly, a trap was laid to nab R Gohain in the early hours of today by a team under the supervision of Dy SP D. Mishra (SIT) and comprising of CI Namsai Insp T. Zirdo, OC SB SI A. Tripathi, ASI Ajay Kumar, Ct G.L.Rai (SIT) and Ct T. Kani (SIT) and the alleged person was apprehended in Chowkham area of Namsai Sub Division. Further investigation and interrogation of the accused is in progress, according to official sources.
Railways gearing up to connect state capital by year-
ITANAGAR, Sept 08: If all go well, the State Capital will be connected with Railway by the end of this year as the railway line from Harmoti to Naharlagun is targeted to be completed by December 2012, Sanjay Kanojia, deputy chief engineer of NF Railway informed Governor Gen (Retd.) J J Singh in a review meeting at Raj Bhavan here yesterday.

DVOs urged to put more efforts to control animal disease outbreak
ITANAGAR, Sept 08: AHV and DD, Law, Judicial and Parliamentary Affairs Secretary C P Mansai advised the district veterinary officers to put more efforts on their part to control the repeated outbreak of epidemic in livestock, which causes great economic loss to poor farmers every year. He was addressing at the 6th State Animal Disease Emergency Committee (SADEC) meeting held at Disease Investigation Laboratory, Department of Animal Husbandry and Veterinary, Nirjuli today.
While assuring the District Officers to look into the problems faced by them, he
directed all the DVOs’ to issue strict orders to all the field functionaries to carry
out disease surveillance plan and immunization programme as per the mandate. He also
informed the department regarding enactment of “Prevention and Control of Contagious
and Infectious Diseases of Animal Act-
Earlier, all the District Officers present in the meeting highlighted the difficulties in successfully carrying out the plans and programmes due to insufficient technical manpower in the field level, lack of adequate infrastructure and logistic supports in the districts and insufficient fund in the department.
Realizing the menace of Foot and Mouth Disease (FMD) outbreak in many parts of the state, Dr Hage Tabin, Director, (AHV&DD) suggested to put more emphasis on creating an immune belt from Balemu in West Kameng District to Kanubari in Tirap District by cent percent immunization of all the cloven footed animals in the zone along with the compulsory immunization in the endemic areas. He also asked the DVOs’ to use the emergency funds placed under them during outbreak of epidemics.

Awareness meeting on ill effects of Opium
KHONSA, Sept 08: A public awareness meeting on ill effects of opium addiction was held at Noglo village of Lazu circle yesterday where villagers of both Noglo and Lonyan villages attended.
Lazu ZPM Azet Humtok and Circle Officer N.L. Naam spoke at length disseminating education on ill effects of opium addiction and urged the youth to abstain from taking the drug.
Villagers were asked to opt for Agriculture and Horticulture to promote sustainable economy and told them to emphasize on forming of SHG for initiative in this direction.
The meeting was prompted to be held in the wake of massive jungle clearance by villagers for poppy cultivation as the administration wants to nip this harmful practice in the bud.
It is needless to mention that use of opium and its cultivation is rampant, especially in the far flung areas of Lazu circle. People grow opium to augment their economic status. However, unless a viable alternative is made available, checking and stopping opium cultivation is a herculean task. But the administration is doing its bit to generate awareness. DIPRO

Teacher’s death condoled
ITANAGAR, Sept 08: The central Executive Committee of Arunachal Teachers’ Association (ATA) and Panchayat leaders of Nyapin Phassang circle deeply mourned the sudden demise of Narayanan Anbalagan who died at RK Mission Hospital yesterday.
Late Anbalagan was serving as Senior Teacher at Government Higher Secondary School, Nyapin. He was sincere, dedicated and hardworking teacher who served the school and the department in the same institution for the last 16 years.
Meanwhile, ATA contributed some cash amount to the family members for lifting the body of the deceased from Itanagar to Guwahati.
